Valuable data and XÖV

Increasing the quality of your data generates added value for your administration systems. Data that is correct, up-to-date, consistent and distinct can be used to make work processes easier and more efficient.

This increases productivity and eases the pressure on your budget. This principle also applies within applications and it becomes much more important within application environments.

Together with the University of Duisburg-Essen, the Competence Center Connected Organization and innoscale AG, we carried out a survey that highlighted the importance of data quality and a collaborative approach when improving data in public authorities. This innovative and collaborative approach to improving data quality in public authorities is unprecedented and has huge potential. One case study for this kind of electronic collaboration is the spatial data infrastructure project in South Westphalia (GDI.SW). This project involved the development of citkoAdr, a geocoded address database that spans multiple local authorities.

In addition to data quality within applications, interoperability, which involves standardised, efficient cross-application processes, is also extremely important. These elements are vital for the implementation of the current digitisation ambitions for public authorities. XÖV, an XML framework for public authorities in Germany, provides a foundation and also offers various domain-specific XÖV standards.

We partnered with innoscale AG and, using its DataRocket tool, we developed a process for the collaborative improvement of data quality that also adheres to the XÖV standard. This process means that public authorities are well-placed to use the XÖV standard to combine a huge variety of administrative processes and the data contained within them. This joint, collaborative process therefore makes it possible for the quality of the transferred data to be continuously and quantifiably improved. DataRocket also offers direct support for interfaces that conform to the XÖV standards. This tool can therefore be used as an adapter between older administrative processes and newer applications that conform to the XÖV standard.
